Former Tom Williams Dealership

Assessment and Cleanup ADEM VCP

The former Tom Williams Cadillac automobile dealership is located at 325 20th Street South at the northeastern corner of 4th Avenue South and 20th Street in Birmingham, Jefferson County, Alabama. The site operated as an automobile dealership from approximately 1931 until January 2004. Site investigations revealed the presence of petroleum contamination associated with a series of USTs located throughout the property. Members of our team were retained by the purchaser in 2006 to conduct further assessment and determine the course of remediation for the site. Upon introducing the property into the Alabama VCP in June 2006, we coordinated with the purchaser, the land owner, the City of Birmingham, the lender and their technical representatives, and ADEM project managers and directors to prepare a plan and remedial solution to obtain regulatory closure for the property for subsequent development of the site for a hotel. Following multiple phases of negotiations with all stakeholders, we presented a plan to ADEM and, upon approval, implemented the plan between March and June of 2007. The plan encompassed targeted soil excavation for removal of petroleum-contaminated soil in various portions of the site. ADEM concurred with the results of our remedial action and issued a Letter of Concurrence in September 2007. The Letter of Concurrence allowed the developer to close the transaction on the property and move forward with site demolition and construction. The new hotel will be a welcome addition to downtown Birmingham and provide needed hotel space for the area. In addition, the redevelopment efforts will create additional jobs and tax revenues for the City of Birmingham and facilitate the continued revitalization of the downtown city center.
